The National Toxicology Program

This section is dedicated to the National Toxicology Program’s (NTP) long involvement with the issue of fluoride's toxicity. The NTP is the scientific research arm for U.S. regulatory agencies. It comes under the aegis of the National Institute of Environmental Health Sciences (NIEHS). The NIEHS, in turn, comes under the umbrella of the National Institutes of Health (NIH). -Updated May 2, 2023 (EC).

NTP 2021: The 2nd NASEM Peer Review

Released February 9, 2021:

The second peer-review by the National Academies of Sciences, Engineering, and Medicine (NASEM) of NTP’s second draft is titled: Revised Monograph on the Systematic Review of Fluoride Exposure and Neurodevelopmental and Cognitive Health Effects: A Letter Report.

NASEM also released a News Release concurrently with the release of its peer-review.

In its peer-review, the NASEM committee wrote:

… It is important to note that the committee did not conduct its own independent evaluation of the evidence, nor did it conduct a data audit; both were outside its scope.

… The monograph needs to emphasize that much of the evidence presented comes from studies that involve relatively high fluoride concentrations, and to make clear that the monograph cannot be used to draw conclusions about low fluoride exposure concentrations (less than 1.5 mg/mL), including those in fluoridated drinking water systems…

Chris Neurath, the Science Director of the Fluoride Action Network, presented a poster in 2020 titled, Fluoride Developmental Neurotoxicity: Dose-Response  Analyses of Recent High Quality Studies, at a conference of the International Society for Environmental Epidemiology (ISEE). Neurath noted:

Of the 29 human fluoride studies that the NTP classified as higher quality, 27 found neurotoxic effects.

Of those finding adverse effects: 18 were at fluoride levels below 1.5 mg/L and 13 at levels below 0.7 mg/L.

Neurath has demonstrated that with NTP’s own data, the high-quality studies finding loss of IQ at exposures below 1.5 mg/L are just as consistent and numerous as those above 1.5 mg/L.  Over 90% of the low-dose studies found loss of IQ.
