WHEREAS, the Davie County Manager and Davie County Board of Commissioners is
responsible for overseeing the operation and management of the public water system serving
residents of Davie County; and
WHEREAS, community members have expressed concerns regarding potential adverse health
effects associated with fluoride consumption, and the numerous safety hazards exist for the WTP
operators working on the fluoride feed systems and the handling of the fluoride
WHEREAS, the Board desires to provide residents with the opportunity to make individual
decisions regarding fluoride consumption; and
WHEREAS, the Board has determined that discontinuing the addition of fluoride to the public
water supply is in the best interests of Davie County and its residents; and
WHEREAS, the Board finds that discontinuation of fluoridation will reduce operational costs
associated with the purchase, storage, handling, and monitoring of fluoridation chemicals and
equipment and cost to upgrade and repair current feed systems;
WHEREAS, Davie County Board of Commissioners believe it is in the best interest of Davie
County and its customers that Sparks Road and Cooleemee water treatment facilities
permanently cease the introduction of fluoride into the public water supply system.
NOW, THEREFORE, BE IT RESOLVED by the Davie County Board of Commissioners as
follows:
Section 1. Discontinuation of Fluoridation
The Davie County public water system shall cease the addition of fluoride to the public drinking
water supply effective September 1, 2026, if the available fluoride on hand is exhausted prior to
the date; and shall permanently cease the introduction of fluoride into the public water system at
all owned and operated Davie County water treatment facilities as soon as reasonably practicable
and in accordance with applicable federal and state laws and regulations.
Section 2. Compliance
County staff and the appropriate water system personnel are directed to undertake all actions
necessary to implement this Resolution, including notification of any relevant state regulatory
agencies including North Carolina Department of Health and Human Services Oral Health
Section of the removal of fluoridation and adjustment of treatment protocols as required.
Section 3. Decision to Cease
The decision to cease fluoridation formally rescinds any previous resolution and/or decision to
add fluoride to the pubic water supply system provided by Davie County Public Utilities
