The Ladysmith Common Council decided on Monday to place a referendum on the ballot asking voters if the city should stop adding fluoride to the municipal water system. But the rub was when to let voters decide.

Petition organizers gathered 186 signatures, hoping to convince the council to put the question before voters. Five people at the meeting spoke in favor of the referendum and removing fluoride from city water.
