CORNING, N.Y. — There seems to be some confusion among Corning leaders about whether to move forward with a plan to put fluoride in the city’s water.

Council members already voted to add fluoride to the water supply. But a referendum set for November could change that. Council members, meanwhile, ordered the city manager to pursue the fluoridation plan but not spend any money on it. Friday night, code
