Chateauguay City Council has reactivated the fluoridation of drinking water debate. A majority of councillors voted in favour of a resolution wanting the municipality to cease this controversial practice. Mayor Pierre-Paul Routhier wants to continue reflection on the issue.

The matter appeared on the agenda at the beginning of the April 15 council meeting, when alderman Eric Allard asked that an item be added to the agenda. At the time of the vote, a few councillors deplored the lack of information. Some of them tossed around figures contradicted by others. Finally, after some stormy discussions, five councillors voted in favour of the resolution (which asked that the City stop fluoridating drinking water), while three others voted to maintain that practice.

Mayor applies his right to veto

Far from being convinced that the decision of the councillors had been taken with knowledge of all the facts, the Mayor utilized his right to veto, which had the effect of suspending and postponing the item to a future council meeting. ‘’I was surprised that the councillors voted when they did not have all the information,’’ Routhier said in an interview with the Chateauguay Soleil the following day. It’s a decision that belongs to the council (whether or not to continue the fluoridation of drinking water), but I want them to make their choice in an informed manner. At the next meeting, I will assure that they have all the documents they need to do it,’’ he promised.

Penalty

One of the points to clear up is the one of the penalty the City of Chateauguay will have to pay if it withdraws from the program before the expiration of its agreement with the provincial government. The Mayor explains that about a year would remain on the entente if this happens. A penalty of some $60,000 was called to mind. That remains to be checked out, he indicates.

But if this is the correct amount, it represents the equivalent of municipal taxes for about 30 houses! ‘’I have been drinking City of Chateauguay water for 30 years and I have never been sick, so why couldn’t we wait until the end of the contract before stopping the fluoridation of drinking water instead of losing $60,000 just like that?’’ the Mayor wondered.

The City has added fluoride to its drinking water for about 60 years. It does this by following the opinion of the Health Minister, who recommends this practice that is judged beneficial for the health of children’s teeth.

Châteauguay: la fin de la fluoration de l’eau potable ?

Les élus de Châteauguay ont réactivé le débat sur la fluoration de l’eau potable. Une majorité de conseiller a voté en faveur d’une résolution voulant que la municipalité cesse cette pratique controversée. Mais le maire Pierre-Paul Routhier veut poursuivre la réflexion.

Le dossier est apparu à l’ordre du jour au début de la séance du 15 avril, alors que le conseiller Éric Allard a demandé qu’un point soit rajouté au programme. Au moment du vote, quelques conseillers ont déploré le manque d’information. Certains lançant des chiffres démentis par d’autres. Au final, après des discussions houleuses, cinq conseillers ont voté en faveur de la résolution (qui demande que la Ville cesse la fluoration de l’eau potable), alors que trois autres ont voté pour le maintien de la pratique.

Le maire appose son droit de veto

Loin d’être convaincu que la décision des conseillers ait été prise en toute connaissance de cause, le maire Pierre-Paul Routhier a utilisé son droit de veto, qui a pour effet de suspendre et reporter le point à une séance ultérieure du conseil. «J’ai été surpris que les conseillers votent alors qu’ils n’avaient pas toute l’information» a-t-il réagi en entrevue au Soleil de Châteauguay, le lendemain. C’est une décision qui appartient au conseil (celle de poursuivre ou non la fluoration de l’eau potable), mais je veux qu’ils puissent faire leur choix de manière éclairée. À la prochaine séance, je m’assurerai qu’ils aient tous les documents pour le faire», a-t-il poursuivi.

Pénalité

L’un des points à éclaircir est celui de la pénalité que la Ville de Châteauguay aura à payer si elle se retire du programme avant l’échéance de son entente avec le gouvernement provincial. Le maire explique qu’il resterait environ un an à cette entente. On a évoqué 60 000$ de pénalité. Ça reste à vérifier, indique-t-il. Mais si ce montant est le bon, il représente l’équivalent des taxes municipales d’une trentaine de maisons! Je bois de l’eau de la ville de Châteauguay depuis 30 ans, et je n’ai jamais été malade, alors pourquoi on ne pourrait pas attendre la fin du contrat avant d’arrêter la fluoration de l’eau potable, plutôt que de perdre 60 000$ comme ça ?» a-t-il questionné.

La Ville de Châteauguay ajoute du fluor à son eau potable depuis environ 60 ans. Ce, en suivant l’avis du ministère de la Santé, qui recommande cette pratique jugée bénéfique pour la santé buccodentaire des enfants.
