For nearly two years, officials of this small town have been under the assumption they could have a referendum asking residents whether they want to continue to have fluoride in their drinking water.

But when they asked Roane County election officials to put the question on the November ballot, they were conveyed a surprising answer from the state: Such a vote can?t be conducted.
