EPA has authorized under FIFRA section 18 the use of carfentrazone-ethyl on fruiting vegetables group 8 for control of paraquat resistant nightshade, common groundsel and morningglory in Florida. This regulation extends a time-limited tolerance for combined residues of the herbicide carfentrazone-ethyl and its metabolite: carfentrazone-chloropropionic acid (alpha, 2-dichloro-5-[- 4-difluoromethyl)-4,5-dihydro-3-methyl-5-oxo-1H-1,2,4-
triazol-1-yl]-4-fluorobenzenepropanoic acid)
in or on tomato, paste at 0.60 ppm;
tomato, puree at 0.60 ppm
and the vegetable, fruiting, group 8 at 0.10 ppm

for an additional 3-year period. These tolerances will expire and
are revoked on June 30, 2007. Time-limited tolerance were originally
published in the Federal Register of June 12, 2002.

Residues were not found in the exaggerated rate samples, and therefore, processing was not conducted for most of the crops.
Low level residues were found in the control samples in 7 of the 12 trials ranging from an estimated 0.02 ppm to 0.07 ppm.
Genotoxicity. There was a positive response in the chromosome aberration assay without activation

Reproductive and developmental toxicity. In the developmental toxicity studies, the
rat and rabbit maternal NOELs were 100 mg/kg/day and 150 mg/kg/day, respectively. The developmental NOEL for the rabbit was greater than 300 mg/kg/day, which was the HDT and for the rat the NOEL was 600 mg/kg/day based on
increased litter incidences of thickened and wavy ribs at 1,250 mg/kg/day. These two findings (thickened and wavy ribs) are not considered adverse effects of treatment but related delays in rib development which are generally believed to be reversible.

Chronic toxicity. A 2-year Combined Chronic Toxicity/Oncogenicity study in the rat was negative for carcinogenicity and had a chronic toxicity NOEL of 200 ppm (9 mg/kg/day) for males and 50 ppm (3 mg/kg/day) for females based on red fluorescent granules consistent with porphyrin deposits in the liver at the 500 and 200 ppm levels, respectively.

These tolerances will expire and are revoked on June 30, 2004. Because these tolerances are being approved under emergency conditions, EPA has not made any decisions about whether carfentrazone- ethyl meets EPA's registration requirements for use on fruiting vegetables (except cucurbits) (crop group 8) or whether a permanent tolerance for this use would be appropriate.
-- Two-year chronic toxicity study in rats. LOAEL = 12 mg/kg/day based on liver
histopathology (increases in microscopic red fluorescence of the liver, liver pigment) and total mean urinary porphyrin.
-- Subchronic oral toxicity study in the dog. LOAEL = 150 mg/kg/day based on decreased body weight gain and increased porphyrin
levels.
-- Chronic toxicity study in rats. LOAEL = 12 mg/kg/day based on liver
histopathology and increased urinary porphyrin levels.
-- Examination of fetuses for alterations of external, visceral, and skeletal development revealed
significantly increased litter incidences of wavy and thickened ribs in the 1,250 mg/kg/day treatment group. The developmental LOAEL is 1,250 mg/kg/day (based upon a significant increase in the litter incidences of wavy and thickened ribs); the developmental NOAEL is 600 mg/kg/day.
-- In a developmental toxicity study in rabbits, evidence of treatment-related maternal toxicity consisted of unthriftiness and emaciation in two does at 300 mg/kg/day.
